Um, yes and no. It finds tex2lyx.1.4.x.exe only if you run it with
the --with-version-suffix switch. That's fine if you run it manually,
but if you subsequently reconfigure from inside LyX (which does *not*
set the switch), you lose the LaTeX export option.
Interesting! So LyX should work out that it should pass
--with-version-suffix to the configure script. Please file a bug.

I think this is a known bug:
http://bugzilla.lyx.org/show_bug.cgi?id=2285. If I'm reading the report
correctly, fixing it was deferred to 1.4.2.
