Um, yes and no.  It finds tex2lyx.1.4.x.exe only if you run it with the 
--with-version-suffix switch.  That's fine if you run it manually, but 
if you subsequently reconfigure from inside LyX (which does *not* set 
the switch), you lose the LaTeX export option.

Interesting! So LyX should work out that it should pass 
--with-version-suffix to the configure script. Please file a bug.
