It is a bit different than bug 2088: Here even the "\layout" tag is missing,
in bug 2088 we have at least a "\layout" tag.

In case of bug 2088: yes, but in this case I think it becomes too
complicated: How do we know when the header ends and the document begins if
we can not wait for \layout?
