I agree that something needs to be done with this dialog, but not for 1.4. 
There are enough regressions to resolve. (My take is to let the user apply 
_everything_ in that dialog; we have the tabular toolbar now for convenient 
instant-applying of borders and such).

This is because the block alignment is only available with fixed width column 
and is the default there (in non-fixed, it is left). We could perhaps restore 
the user choice when switching from non-fixed to fixed.
