I think this is something you should let your window-manager do for you... You set the window's attribute to "always on top", and if you don't want to do this manually every time, you configure your window manager to use "always on top" for all windows named "Character"? (Or belonging to class:class:etc...) Here I'm assuming that you can do this in your window manager of course... My point is that this isn't the task of Lyx.
