In principle yes (thats the way I made it in my report) but as longtable only have a footer and lastfooter and no firstfooter tag you have the problems with the list of tables (multiple entries in the lot or wrong pagenumbers).
Several years ago there was a thread in USENET about the toc problem, where the author of longtable package explained why it ist difficult to have a firstfooter in longtable and that table-captions definitly _ARE ABOVE THE TABLE_ due to typographic reasons. So the solution was to manully edit the aux file.

not only to the headers (therefore the question).

I see your point, but I'm not shure how to visualize the fact that the caption row is not in a cell but a caption above the table. That was the reason why I proposed separate entry fields.
It is (relatively) easy to change the visual on screen, LyX is not
WYSIWYG and so we don't have to take care all is equal to the _real_
output afterwards. As Header/Footer definitions are made now I also
can put them _anywhere_ in the tabular and they the are correctly
put into the latex/docbook file, if the author just doesn't care where
to put them he surely does not care to see them where he put them.
The same is for caption, the important part is the we *can* insert
them and that the real output is right. I really would like to enhance
the visual feedback about what are header/footer rows (maybe painting
the rows with different backgrounds) in future, but for now this is
not really important and can always be added later it's just a missing
feature.

BTW should we do the emails in German or English
I would prefer English as I really would like that discussions like
this take place also on the mailing list. Maybe others do not answer
but all of them read it and more than one other is interested in the
outcome ;). Myself reads most of the posts to lyx-devel althought I
don't have the time to follow all of the treads I try to filter out
what I'm interested in and if I really see that the discussion goes
in a direction I don't like than I can always send a mail telling my
fellow co-developers my opinion.
