You should not blame me for this. It was Matthias who originally
implemented this dual menu stuff. I just reorganized and cleaned
up the menu code a long time ago.

At the time, it was more common for programs to have different menus
depending on the state. So at that point in time, it was a neat
solution, although Matthias did it.
These days, this solution seems a bit old, so I think graying out is
just as fine.
