Yes, good point. I'm not sure that the File solution is the best one
though. iirc, the reason that lyx hides menubar items is that xforms has
no way to shade (show disabled) a menubar item. I'd much prefer to stick
with the traditional approach of showing all the items, but leaving
them shaded, if it's possible.
Then the user can still do Tools->reconfigure, even without a buffer.

well, this is a difficult one, because I want the bottom of the edit
menu to be the context-sensitive bit: shows math menu only in math, etc.
Putting prefs below it means that prefs no longer has a static position.
I admit I don't know what to do about this one, I can't think of a good
place for it to be.

I'm ambivalent on this one, so I'd love to hear arguments one way or the
other. One thing that worries me is that document dialog is pretty
complex already, but the document menu is pretty short
