Please don't overgeneralize. Even many users that have had suffered extended exposure to Microsoft Windows prefer focus following mouse. "It is hard" is also a wild exaggeration: after all, the cursor _is_ already in that window, and the click will do no harm. Anyhow, Windows has focus following mouse while dragging a scrollbar, where it is utterly more disruptive, and people get used to it as well, seemingly. Your request is valid without the need for sweeping generalizations.
