That distintion comes is becoming more and more arbitrary, as we have now insets that can include paragraphs, that can include insets that can include paragraphs. So you mean that insets can't be top level elements. That is discrimination, and I as a self-proclaimed president of the Assotiation for Free Insets demand you to retreat those words. If not all the insets that you have in your document will start a strike starting today at 12h GMT, until you recognise its rights. You have been warned! On a less serious note the code for docbook generation in insettext, line 1407, is almost the same as the code for global docbook generation in buffer.C, line 3038, with the only exception that I don't expect command type paragraphs inside insets. ( For docbook-lyx command means belonging to the hierarquical document structure: chapter, sections, parts, ...). Or maybe that's me.
