it says that the space should be 1cm, with a stretch leeway of 2mm and
a shrink leeway of 3mm. So if tex decides it should give it more space,
it can add 2mm onto the 1cm, if it needs to shrink the space, it can shrink
it 3mm.
I doubt anyone really uses it in LyX, but the code is there ....
