Well, the citation inset is a bit special as you cannot open it, i.e.
move the cursor inside it. Therefore "clear on Apply" is unconventional
but OK (however, the question is whether we can still call the button
"apply"; I am very sensitive when it comes to an intuitive user
interface; IMHO LyX needs some polishing here).
OTOH, I definitely would not like to see this behaviour for, e.g., the
the tabular dialog. Here, "apply" should work as in the character/paragraph dialog.
Maybe you could tell me for which insets you intend to change the
dialog behavior.
