Here is a list of enhancements with patches targeted to 2.4.0.
Many of them do not involve file format changes, so I guess they
could wait. Unfortunately, I am not always sure whether a patch
involves a format change or not. Maybe someone could check to be
sure?
The rule is pretty simple: If the patch changes what's written in the
LyX file OR changes the LaTeX (or HTML, or whatever) output, then
it's a format change; otherwise, not.
Can you go through your list and update the patches that are format
changes to current master? I will then have a look at them and decide
what's safe enough to include. Also, if there are any non-format
enhancements that seem to you pressing for 2.4.0 (as opposed to
2.4.x), then let me know, and I'll have a look at those, too.

I see. For example, I wasn't sure about changes to the preferences
file. But I take it "LyX file" means ".lyx" file.
I'm actually not sure myself what the rule is about preferences. Since
(normally) those are local to a given machine, maybe that isn't an
issue. But
Do you mean by "safe enough to include" that they should be more or
less done? For example, there were a couple of tickets where you said
that you take a look at while there were things that needed to be done
still. I take it that this is not going to happen, right?
Safe as in: Not likely to cause bugs we need to solve before the
release. Once we hit beta, we are in bug-fixing mode, and the fewer the
better.
