Bug fixes are always possible.

And feature freeze does not necessarily mean file format freeze (if a

File format freeze usually is done at release candidate stage.

But no new features. We have more that enough for this release.

Sorry, I should have been more specific: I mean that there are still 2.4.0 targeted "enhancements" that would mean a format change. I take it that those need to be considered first.

I would not only take the number of changes into account but also desirability and feasibility.

For example, some might just be ready to be committed, then I fail to see why there should be another years long wait to get them in, if they are desirable.

Anyway, I posted a list which might be a better basis for discussion.
