Correct. It's the same toolbar. Jürgen PS. Note that you can easily bind the function "ipa-insert" to a key to get the inset more quickly (or even better: "command-alternatives in-ipa ; ipa-insert" -- this will only insert an ipa inset if you are not already in an ipa inset).
