Special Characters inserts the inset, which automatically pops up the toolbar. So the toolbar is identical, but the place where the characters are inserted to is not. Since IPA characters are completely valid outside \textipa (we use the macros such as \textschwa in those cases), there is no need to force the IPA inset (as we need to do with math, for instance). And if you just need a single IPA char, it's fine to do without textipa.
