This comes from the following in lettre.layout:
% to get the specified pagesize
% (workaround for an a4paper/lettre problem in pdf mode)
\@ifpackageloaded{ifpdf}{}{\usepackage{ifpdf}}
\ifpdf\input pdftexconfig.tex\fi
Is the workaround still needed?
Note that adding
\usepackage{luatex85}
to the preamble in the layout file also fixes the problem, but that
package is just meant to be used temporarily.
