A second look reveals that tisenc.enc is a font encoding file, and not an
input encoding file. It seems there is no font encoding file for Thai.
So you shouldn't edit Form.C, and the Thai entry in lib/encodings  should be

  Encoding tis620-0 unknown

When you select the Thai language in the document dialog, LyX generates the
following code:
\documentclass[thai]{article}
\usepackage{babel}

The 'thai' option will be passed to the babel package.
