It is currently used for converting the internal 8-bit representation to
16-bit unicode when using an iso10646-1 screen font.
In the future it will be used to convert the internal 16-bit representation
to 8-bit for exporting to 8-bit latex.

1. You should also add the tis620-0 encoding to lib/encodings:

Encoding tis620-0 tisenc
 ....

2. The readme of the Thai latex says:
 In LaTeX2e, you can tell LaTeX that the document would be written in
 Thai by adding 2 lines in the preamble as follows:
 \usepackage[thai]{babel}
 \usepackage{thswitch}

so perhaps the Thai entry should be
  thai thai "Thai" false tis620-0 th_TH "\usepackage{thswitch}"

Just try writing a document and see if it is needed.
