I have it like Encoding tis620-0 blah_blah_blah before. I'll try
with tisenc plus patch the Form.C file with tisenc entry.

For Thai document, we definitely needs \usepackage{thswitch}. For the line
\usepackage[thai]{babel}, I cannot make lyx to generate that line
automatically (without explicitely set it in lyxrc)
BTW, does your Thai latex comes with babel? or did you get it from
nectec.or.th.
