OK, you need a float with some plain TeX inside it. I would suggest something
along the lines of \hbox to <width of picture>{\hfil\brule width 0pt height h
depth d} where h+d=<height of picture>.. The dimensions can be in any
suported units, which include cm (centimeters), in (inches) and pt (points).
Using a single rule for this is inferior because it creates a solid balck
area, which will eat through toner, ink or whatever, This creates a box of the
right width with an invisible verticla ruel to fix the height and depth. Those
who wnat to know more should rea the TeXboook (hardback copy recommended)_
Just another example of how plain TeXnicians can go further than LaTeX masters.
