At least for Fedora for the icon part we install the lyx.png file in
%{_datadir}/icons/hicolor/48x48/apps/lyx.png
as stated in the bug report above I suspect that it should be enough to install
the svg file into
%{_datadir}/icons/hicolor/scalable/apps/lyx.svg
FWIW in Fedora the datadir variable above is /usr/share
In the case of Fedora this is done manually as I am not aware of general rules,
but as Jean-Marc demonstrated above my knowledge here is limited (with the
limit tending to zero). :-D
