build instructions wrong?

Unless I'm missing something, the cvs build instructions are wrong.

Rather than checkout, autoconf, configure, it seems to be necessary
to run autogen.sh before configure--otherwise there are missing macro
messages.

Should I submit a patch to INSTALL.autoconf?
