This file is the standard instructions for an autoconf system. They are
intended to be read by a user using a pre-setup tarball package.
So, no, it shouldn't be patched. Yes, you do need to run ./autogen.sh if
you're using a CVS build.

p.s. in fact, autogen.sh is a semi-standard used for CVS builds of several
auto-based packages
