The list of GSoC 2013 projects we are recruiting students for is here: http://wiki.lyx.org/Devel/SummerOfCode2013Ideas (You are always free to submit your own project, of course, but the project listed have mentors already. A new project would have to find mentors first). I would suggest you start looking at the open projects, find something that interest you and then ask the list about what is required to successfully carry it out.
