That was not my intention. I did second your patch already.
What I wanted is to find an explanation for the current state.

And I want to change the out of the box default for newly created documents.
It is not that easy to create a document with the language matching the
current locale as it should be. Of course it is possible to change the
defaults after learning the fact the default is not what I want.
I cannot believe any user expects English as default document language
when using LyX the first time in a non-english environment.
