Because it is a menu item that applies to the application, not to a
document, and hence belongs under the application menu -- along with
About, Preferences, and Quit. (I'd argue that TeX Information also
belongs under the LyX menu.) This is a distinction not made under
Linux and Windows (as far as I know), but it's a distinction that
ought to be respected on Mac.
