People do you whatever class they think look good without thinking too much 
about what the class is
supposedly for.
It may be just because it has centered section headings like they want.

This is also my experience, but why should we encourage them to use obsolete 
classes for that?
Removing the files would assure that people don't start new things based of broken code. The classes are not on CTAN so people will wonder that their files won't compile on other computers. Keeping these files only leads to problems and confusions and we don't please users. But LyX should please the users.
