The point is that you CANNOT us the templates because the required LaTeX classes are obsolete and thus even not available at CTAN. Moreover, even if you find them somewhere in the web, what can you do with your file -> nothing! No journal will accept this. Note that template files are thought as starting point for new files. And starting with obsolete classes is senseless.

Keeping them is like providing Punched cards. They will still work but what 
would you do with them?
