I guess you're right (I went back and checked with 1.6.9) -- I'm just
woefully out of date. Really, <ctrl> *used to be* simply ignored ...
back in the dark ages.... (I may be old enough to remember the dark
ages, but not so old as to question my memory on this!)

So let me give another example of what was genuinely a custom
keybinding. I had <opt><cmd><shift>B set to toggle toolbar visibility.
Now that no longer works, but instead <ctrl><cmd><shift>B does.
