Your guess is wrong.
It's a very sophisticated script, in fact. How extensively it has been
tested, I do not know, but I've used it to build archives of stuff
myself and I am certain it is much more reliable than many of the
other converters we configure.
As I've said, I think a bundled format is also a good idea, but this
is a good solution for people who need such a thing now.
I really don't think the two things are in competition.
lyxpak: pack everything necessary for compilation, for easy backup and
easy sending.
bundled format: designed for easy document exchange and collaboration
without having to move/zip multiple files.
That being said, Vincent embedded-files branch seems to be doing the
same thing as lyxpak (I haven't read the code). Vincent's approach is
probably better longer term as it does not depend on the lyx file
format. Anyway, this does not mean that lyxpack is not correct. And at
this point of development lyxpack is definitely the best approach and it
working now without touching any C++ code; so the regression risk is
very low...
