I use it all the time, so from my point of view this is up to date.
(My workflow (on ubuntu) is:
cd build-directory
cmake source-dir/evelopment/cmake
-DCMAKE_INSTALL_PREFIX=/usr/local/lyx2.0 -Dnls=1 -DCPACK_BINARY_DEB:BOOL=ON
-DUseExternalBoost:BOOL=ON
make package
sudo dpkg -i lyx-2.0*-Linux.deb # select the last created package
INSTALL.cmake was involved, and everything seems correctly installed)
