That's a Unix-like package manager for OS-X (the alternative would be Fink, but IMHO MacPorts is better).

You should install the latest XCode either from the OS-X CD or from Apple's website. This includes Apple's version of GCC plus other developer tools.

Then install MacPorts,
Qt 4 and most other dependencies should be available via MacPorts (also a stable version of LyX, but I guess you don't need that ;-) )
