Isn't this is the wanted behaviour. Imagine copying a piece of text containing section headings and normal text. Then I do want to retain the markup. So, do you propose different behaviour depending on whether you selected only a section heading or a larger piece of text with mixed markup ? What you want is maybe "Paste as plain text", but this behaves exactly the same as paste. This is a bug I guess.
