It might be worth requesting this explicitly as an enhancement. Surely

It should be mentioned that (AFAIK), lyx2lyx works (and can be
installed) independent of LyX. At least I could successfully use a
lyx2lyx from trunk to import "1.6" documents with 1.5.4.

  
Yes, lyx2lyx is utterly independent of LyX itself. So is tex2lyx, for 
that matter.
