I do not know where the new item is currently inserted, but propose a
structure like

  Insert ...
    Branch ...
      [first defined branch]
      [...]
      [last defined branch]
      ---------------------
      New branch
      
so that the "Insert ..." menu does not get overcrowded.

As it turned out my test case was wrong and LyX uses the setting of the
current buffer, this problem is (for me) solved. (There was discussion that
the behaviour I object in 5851 is actually desired.)
