it is not only endframe, but if one switches from an itemize to a section,
subsection, part etc this is not intended to be part of the itemize nesting (or
is it?) whereas at the moment that is what happens...
I hate even to suggest it at this late date---though this could wait for
1.7, perhaps---but it sounds as if what's needed here is something like
a "CanNest" layout tag. Then you check that, and if it's false, you undo
the nesting. No special handling.
