Good idea. Inserting a floating figure becomes as easy as a non-floating
one, and the user see that there is a choice. So he might learn about

this unfortuntely breaks the logic of the menu, where floats have their
own subcategory.
So just break it. Or have:
Insert->Float->(figure,table,algorithm)
Insert->Static->*(figure, table, algorithm)
I am not sure this is better though.
