I took a look at Will's list, and in self-defense I have to vote
against his first suggestion. Not that I'm against making anything
easier, but I very much do NOT want inserted figures to automatically
go in floats. Most the time that I'm inserting a figure, it's into a
beamer presentation. I'm not sure beamer even allows floats, but in
any event I would be much happier if, when pointing to the image on
slide 43, the image actually was on slide 43.
Well, I have the exact opposite habit :-)
But I don't advocate that figure float are always created with an empty
graphics inside. On the other hand combining the LFUN into a new action
that do that would be very nice.

One insert command that inserts a figure in a float, and another that
inserts a figure in the text, would make the most sense to me. The same
could also be applied to tables: one command to insert a table in a
table float, and one to insert a table in the text. A particular virtue
of the combined float/content command would be that LyX itself could put
the inserted image/table in the float, alleviating the occasional
problem of a beginner inserting the figure in the caption.
