Yes and no. Yes because LyX will already translate the layout name if it finds a translation in the corresponding po file; no because, as far as know, the distributed layout file are not parsed so that translated items are put in the gettext po/mo file.

All of this is actually stuff I can handle (unlike, say, anything in C++ or Python), so if this seems like a good solution (and nobody else is on the case), I'll undertake it as time permits.

As you correctly guessed this looks a bit over engineered :-). I reckon that a simple Layout parser in python would be enough for the task. The advantage being of course that we can rely on the already existing translation teams.
