I've outlined it elsewhere, and JMarc has added some ideas, too. I've
been too busy the last few days to follow the deluge. I can try to type
up a detailed proposal this weekend, if I manage to get my taxes done,
but I know you won't like it, because it won't include the ability to
bundle out of tree files. But many of us, obviously, think that is a
security risk not worth taking, however inconvenient it may be for some
users.
