no, this belongs to spamassasin file.
we have 
SPAMDOPTIONS="-d -c -m3 -H"
so we should change m3 to ... hmm m1?

also sighup is not clean way - dont know this particular distro, but 
i usually force services change through some /etc/init.d/service restart
or such.
