I don't think the slowness is due to the layout sorting. The obvious
culprit is the Math panel:
layout sorting is the culprit in the sense that it is the only thing in
preferences which needs toolbar recalculation.
Not only, egg when you change the toolbar description file.
But yes you are right that this does not happen too often... still I'd
be happy if someone could optimize the math panels initialisation. I
think that a panel initialisation could be delayed up until the user
click on it.
