No.
Actually, it can be if you use system preferences to set keyboard
navigation options. (<Ctrl>F2 is then the default to open the menu.)

I do not think so, but I do not have a mac at hand.
I think the bug is not applicable. In any case, it works fine in my
testing.
There are other menu problems that I noticed. When LyX is launched,
everything looks fine. But once I modify system preferences I see a
"special" menu immediately to the right of the LyX menu, and the LyX
menu then has two "Reconfigure" items.
Last time I touched that stuff I asked you to report problems and you
said that everything seems fine. Is that to say that the above
problems are new?

I'm not sure what to verify exactly, but things seem to be working fine.

I've played around with it some more, and the *only* time I can get this
to happen is when I make a change to the preferences.
OK, then my menu cleanup is not at fault. But my preferences work is...
(Merely opening
the preferences window, changing options, and canceling does not have
this effect.) Also, it seems to take a long time to save the preferences
-- about 2.5 seconds -- before control is returned to the main window.
(Canceling the preferences window is pretty much instantaneous.)
Finally, every time preferences are saved, a new instance of
"Reconfigure" is added to the LyX menu. (I went up to 6 before I got
bored.)
OK, this is because the reset the entire GUI when the preferences are
changed, including the toolbars and menus. In order to reduce the delay,
we should check if some parameters has changed before reloading it.
So, is this new behavior? I can't say. It's certainly not something I
tested back when you asked me to before: how could I have guessed
without any guidance as to what to check? ;)
This new report is all I need ;-)
I'll try to correct that when I find some time.
