I never said that I cannot view the resulting dvi,ps,pdf files:
I have to now VIEW e.g. a postscript document and it dumps me onto /tmp
folder if I want to save. To get to the same folder as the LyX file, I
now have to " save as" whereby I LOSE the filename.. which is as you
can understand a huge aggravation.
In previous LyX versions I could just click export and save immediately
as either PDF, DVI or Postscript and it would save it in the folder
where I opened the LyX file with the correct filename.
The way it works now is a huge step backwards IMO.

So that means that you still have an export option to get a DVI, but
none for PDF and PS?

We haven't removed anything. When you don't have export options anymore,
LyX can't find LaTeX. What does the console output list when you
reconfigure LyX (menu Tools -> Reconfigure)?
