I can confirm this. (Note that <Cmd>' is the standard OS X keybinding for switching between windows of the frontmost application.)

Perhaps it's related to a similar problem I've noticed: when all other applications are hidden except LyX, typing <Cmd>h (normally the OS X keybinding to hide the frontmost application) should simply do nothing; instead, an "h" appears in the document. It seems there may be a problem with LyX catching key combinations that are also OS X defaults.
