Yes, but then what is the proposal? Run LaTeX on some file and extract what needs to be embedded? That would be possible...if LaTeX is installed, but as Helge keeps reminding us, LyX doesn't need LaTeX except for export, and so LyX can be used on machines where LaTeX is not installed.
Running LyX on a no-latex machine is interesting because
you can edit stuff.  I don't think it matters if latex
export have some failure cases on such a setup. Transfer
the .lyx-file to a workstation with latex before doing that then.
Anyone with such a machine have a better machine somewhere, or LyX is near useless to them.

Also, a machine that doesn't have latex probably doesn't
have any journal-specific .sty-files on it either.
