Note that the layout file file can declare (in the \DeclareLaTeXClass
line) the files that are necessary for working correctly. We could use
this information.

Now I understand that there can be files included from the user
preamble. I do not think that scanning the preamble is a good idea. I
would not be opposed myself to a mechanism to specify a list of files
that should be embedded with the LyX file. But since it is a
specialist feature, it should not add further complication to the
everyday UI.
