IIRC the hebrew binding where only needed in older versions of LyX,

From my experience you still need the Hebrew binding in order to
change the language. In some cases when you change the language
outside of LyX (via Windows or X) you can write with the other
language's letters but it will appear only as one language in the
output. In other cases, like in the 1.5beta2, if you switch the
language in X it won't effect LyX at all, and therefore the Hebrew
bind file is needed.

Nice to see another Lyx hebrew user!
I hope that now, when we have a translation of the LyX interface, and
started updating the translation of the documentation, we will attract
more Hebrew users.
