Tollbars are a part of the gui, not a view attached to the document. A
purely display thing.
But aren't they tools? I see there are some letters in common in
"_Tool_bars"
ToC belongs to Document, as does View Source, IMO.
Ahh... semantics! For me, "Document" is about the settings and action of
a document.
The simple fact that a user doesn't go naturally to Document" shows IMO.
